With the upcoming launch of the new government system MOS II for residence permit applications in Poland, digital readiness is no longer optional – it is essential.

1. PESEL – Your Key to Polish Administration

What is a PESEL number?

A PESEL is an 11‑digit personal identification number used in Poland. It contains information about your:

  • date of birth,
  • gender,
  • individual serial number,
  • control number.

For foreigners, PESEL is a foundation of legal and administrative life in Poland.

Why do you need a PESEL?

Having a PESEL number is often required or strongly recommended to:

  • apply for residence permits and other immigration procedures,
  • create a Trusted Profile (Profil Zaufany),
  • submit applications online via MOS II,
  • settle taxes,
  • access social benefits,
  • obtain a driver’s licence,
  • use many government e‑services.

Is it difficult to get a PESEL?

No – the process is relatively simple and free of charge.

You can obtain a PESEL in two main ways:

Option 1: With address registration (zameldowanie)

If you register your stay in Poland for longer than 30 days, you will receive your PESEL automatically.

  • Requires a rental agreement
  • PESEL is issued ex officio

Option 2: By submitting an application

You can apply for a PESEL without address registration.

  • No rental agreement required
  • Processing may take slightly longer

In both cases, you must visit a district office (Urząd Dzielnicy) or commune/city office (Urząd Miasta) and complete an application in Polish.

A key part of the application is providing the legal basis. One of the most commonly used ones is “art. 3 ust. 1 ustawy z dnia 13 października 1995 r. o zasadach ewidencji i identyfikacji podatników i płatników w związku z art. 7 ust. 2 i art. 9 ust. 4 ustawy z dnia 24 września 2010 r. o ewidencji ludności”. This step sometimes causes difficulties for foreigners – which is where professional assistance can be invaluable.

Blocking your PESEL for security (recommended)

Since 1 June 2024, anyone with a PESEL number – including foreigners – can block (zastrzec) their PESEL to protect against identity theft.

Blocking your PESEL helps prevent:

  • loans taken in your name,
  • fraudulent contracts,
  • misuse of your personal data.

The service is free, reversible, and available online via Profil Zaufany.


2. Trusted Profile (Profil Zaufany) – Your Digital Identity

What is a Trusted Profile?

A Trusted Profile (Profil Zaufany) is Poland’s official electronic identification tool. It allows you to:

  • confirm your identity online,
  • sign documents electronically,
  • communicate securely with public offices.

It is mandatory for many online procedures, including future submission of applications via MOS II.

What can you use it for?

With a Trusted Profile you can, among other things:

Creating and using a Trusted Profile is completely free.

How to create a Trusted Profile – overview

  1. Register online at https://pz.gov.pl/pz/registerMainPage
  2. Complete the form (name, surname, PESEL, email, Polish phone number)
  3. Confirm your email and phone number with codes
  4. Within 14 days, confirm your identity in person at an authorised office (e.g. tax office, city office)
  5. Bring your passport and PESEL

Once confirmed, your Trusted Profile becomes active immediately.

Validity and renewal

  • A Trusted Profile is valid for 3 years
  • It can be extended online before it expires
  • If it expires, you must create a new profile

Keeping your Trusted Profile active is essential for uninterrupted access to MOS II and other services.


3. ePUAP and the Transition to e‑Delivery (e‑Doręczenia)

What is ePUAP?

ePUAP is an online platform for communicating with public authorities in Poland. It allows users to submit applications and receive official correspondence electronically.

However, ePUAP is being phased out for official deliveries.

Important deadline

  • ePUAP correspondence remains legally effective only until 31 December 2025
  • From 1 January 2026, official correspondence from authorities (including immigration offices) will be sent exclusively via e‑Delivery (e‑Doręczenia)

This change directly affects foreigners applying for residence permits.


4. e‑Delivery (e‑Doręczenia) – The New Standard

What is e‑Delivery?

e‑Delivery is the electronic equivalent of a registered letter with acknowledgment of receipt. It ensures:

  • legal certainty,
  • proof of delivery,
  • secure communication with authorities.

From 2026 onwards, immigration authorities will use e‑Delivery as the primary channel.

What you need to set it up

Before applying for e‑Delivery, you must have:

  • a PESEL number,
  • an active Trusted Profile (Profil Zaufany).

How to create an e‑Delivery address (overview)

  1. Visit https://www.gov.pl/web/gov/uzyskaj-adres-do-e-doreczen-u-publicznego-dostawcy-uslugi-e-doreczen
  2. Submit the application to create an address and mailbox
  3. Sign the application electronically using Profil Zaufany
  4. Receive confirmation by email
  5. Log in at edoreczenia.gov.pl
  6. Activate your mailbox

Once active, you will receive official letters and summons via e‑Delivery and can reply through the same system.
